Craig Sheets is currently serving as a Communications Officer for Roanoke County. Before that he served as Executive Director of Rockbridge Regional 9-1-1, based in Buena Vista, from December of 2011 to February 2014. Before that, he worked with Roanoke County E.C.C. in Roanoke for 18 months after a merger between Roanoke County and the Vinton Police Department's 9-1-1 center. He served with the Vinton Police Department's 9-1-1 center over 11 years, with the last 5 as the Emergency Services Coordinator.

Craig was instrumental in advancing the Vinton's Center in technology and bringing the police department's technology level up. While serving in Vinton he was awarded the Chief's Medal of Achievement, Dispatcher of the Year and other awards, during his service. Craig was recognized during the Celebration of Heroes' Awards Ceremony in the 9-1-1 Dispatcher Category in 2012 for giving EMD instructions to a caller whose friend had stopped breathing.

Craig resides in Vinton with his wife, Alice, who is also a 9-1-1 Telecommunicator for Roanoke County, and their 9 year old son, Quinton. He recently "retired" as the Deputy Chief of the Vinton Volunteer Fire Department and is a Life Member of the Vinton First Aid Crew after serving as a volunteer for 25 years. Craig enjoys camping with his family during his off time.

Craig has been a member of NENA for three years and looks forward to serving NENA in the Commonwealth of Virginia.

Derrick Ruble has served as the Director of 911 & Emergency Communications for the Communications Division of the Tazewell County Sheriff’s Office since October 2009.  He oversees 21 sworn employees and emergency communications for Tazewell County, five Towns, and 26 public safety agencies.  He began his career in emergency services at the age of 16 as a volunteer EMT and since has worked in various volunteer and paid capacities in communications, fire, and EMS.

Since becoming Director, Derrick has undertaken the successful relocation of the 911 Center which was across Town from the Sheriffs’ Office, the complete replacement of the PSAP’s IT infrastructure, dispatch radio system, CPE, mapping system, and other mission critical components.  He is also coordinating the final steps in the County’s first significant radio upgrades in 20 years.

Derrick recently completed the Center Manager Certification Program (CMCP) and obtained his Emergency Number Professional (ENP) certification.  Derrick is a certified firefighter and instructor and serves as the Training Officer for the Bluefield Virginia Fire Department and is an Adjunct Fire Instructor with the Virginia Department of Fire Programs.

Derrick resides in Bluefield with his wife Andrea and two daughters Meadow and Summer.  During his free time he enjoys traveling with his family, reading, and the outdoors.

Sheila Ragan started her career as a dispatcher with the Prince William County Police Department in 1987 rising to Shift Supervisor in 1991.

In 1995, the Police Department Communications Center consolidated with the Department of Fire and Rescue Communications Center, becoming the Office of Public Safety Communications.

This consolidation afforded a host of career opportunities for the employees, not the least of which was the creation of the Operations Manager. In 2006 Sheila was promoted to this newly created position, overseeing the day to day operations of the Center.

Sheila is currently a member of NENA and member of APCO since 2005. She is involved with many committees to include COMLINC, RPAC-I, the Standards and Guidelines Initiative Action Team (SG IAT), and a member of the APCO Awards Committee for the last three years.

Sheila has been married to her husband, Charlie, for 25 years, and they have two beautiful daughters; Desirae, a new mother, and Kaytie, a college freshman.

Jackie Carroll is the Deputy Director for the James City County Emergency Communications Center. She has made a career in 9-1-1 starting in 1979. Jackie is a Life Member of the James City Bruton Volunteer Fire Department (JCBVFD) where she began volunteer service in 1974. Additional, Jackie has for approximately 18 of those volunteer years, been on the Board of Officers serving in the capacity of both Secretary and Treasurer, where she continues to date.

Denice R. Marrs is currently the Communications Manager for Dinwiddie Fire/EMS for the County of Dinwiddie, Virginia. Her career began in 1994 as a communications officer in Louisa, Virginia. Denice worked as the Director for Louisa Sheriff Office for 8 years. She has been the Communications Manager for Dinwiddie Fire/EMS since 2009. She has received certifications on both the state and national levels to include being an instructor. She has been an active member of both APCO and NENA since 2000. Denice encourages the communications officers in Dinwiddie to obtain as much training as possible to promote professionalism in the communications center. An important aspect of her life is her family. She has two sons, DJ (who attends Longwood University) and David who is 13 years old. Denice enjoys being outdoors, spending time with her boys and her dogs Cheech and Maxx.
